Statewide Snowfall through Monday (2/11/13) morning

A major winter storm is forecast to impact the State of South Dakota this weekend. Snow will begin to fall in the western portion of the State early Saturday and progressively spread east during the day. By Saturday evening, snow will be falling across the western two-thirds of the State. The eastern third will be experiencing periods of rainfall, before changing to snow late Saturday evening across the northeast. The last area to change over to snow will be the southeast. The southeast will gradually switch to snow late Sunday afternoon, which will minimize snowfall amounts in those areas. There may be brief period of freezing rain in the northeast along the I-29 corridor from Watertown to the North Dakota border. The main impacts from this storm will be the wind and the snow, which will greatly affect travel across most of the State.

The CITY OF FORT PIERRE would like to remind their residents that City Ordinance requires licensing of domestic pets. This year you can either stop into the City office to obtain the license or take advantage of a reduced price shot clinic provided by Dr. Laura Carda (Bow Wow Meow) on Saturday, January 26^th from 11am-2pm. During this designated time, you may obtain the license and have your pet vaccinated at one location (28 E. Main, Fort Pierre). If you have questions regarding this reduced price shot clinic, please contact Dr. Laura at 494-6369. About Smoke Testing Sewer Lines

The City of Fort Pierre will smoke test its sanitary sewer lines October 30 and 31 2012. The South Dakota Association of Rural Water Systems will assist with this test which checks for Ground Water Infiltration into the sewer lines. This situation can overload the treatment plant during heavy rains.

The smoke is a special non-toxic material which will not cause health problems or damage property.

If your home or business is problem free, you will not experience any smoke.

You may receive smoke if you have a faulty or blocked ventilation pipe or a

dry floor drain.

Adding water to drains and toilets will help prevent smoke from entering your home or business.

Home owners can expect to see smoke coming from roof vents.

Smoke found inside homes or businesses means there is a potential problem.

If any smoke enters a building, persons are asked to inform the testing crew.

If smoke enters your home or business, check to see where it is coming from.

Opening doors and windows will allow the smoke to ventilate.

DO NOT CALL THE FIRE DEPARTMENT.

The testing is done in geographic sections.

It is not possible to let property owners know the exact time for their area.

TREE TRIMMING NOTICE

The City of Fort Pierre would like to remind all residents that trees must be trimmed to at least 10’ above the surface of the street, road or alley. Trees must also be trimmed so that no trunk, limb or branch comes in contact with any street lighting or power lines. City crews have made their best effort to mark all trees in violation of this ordinance, however it is up to each resident to make sure all trees in violation are trimmed by the August 20^th deadline to avoid the City cutting the trees and billing for such services. This may require the homeowner to do a self inspection of their trees to make sure they are in compliance. Please feel free to contact the City office if you have any questions.

TREE TRIMMING NOTICE

The City of Fort Pierre will be out this week marking trees with orange tape that need to be trimmed. Trees must be trimmed to at least 10’ above the surface of the street, road or alley. Trees must also be trimmed so that no trunk, limb or branch comes in contact with any street lighting or power lines.

We ask residents to complete this by August 20th. Any and all trimming that is not done by this date will be done by the City and charges will be billed to the land owner.

Higher Bills

Because of the recent hot temperatures and draught conditions, Fort Pierre Municipal Utility customers can expect higher than normal bills in August.

As temperatures rise electricity usage goes up, which generally results in higher utility bills. Add to that increased lawn watering due to the lack of rain and customers can expect utility bills which are higher than they are accustomed to.

We know bills will be higher, but it is impossible to predict how much of an increase customers will see because of various lifestyles and resource usage. Electricity usage may vary because of the date that meters are read, different lifestyles, the age and capacity of a home’s cooling unit, size and thermal efficiency of the home, air leaks, thermostat settings, etc

Outdoor temperatures drive home electricity usage more than any other single factor. While the weather cannot be controlled, we do encourage customers to take steps to reduce energy usage and lower bills as much as possible during these hot summer months.

CLEAN UP EFFORTS FOR MAY, 2012

The City of Fort Pierre has issued a voucher on each customers’ monthly bill card good for a free disposal of (1) pick up (or pick up sized or smaller trailer) load of waste at the Pierre Solid Waste Facility at 2800 E Park St.

Residents are asked to bring their utility bill card with them at the time they take their load to Pierre.

This not intended for typical household garbage or electronic recycling. Items NOT accepted include: waste tires, vehicle batteries, waste oil, or items containing freon. Freon must be removed and tagged before they will be accepted.

The City of Fort Pierre would like to thank everyone for their help to keep the City looking nice.

Rubble / Construction Debris Disposal Changes

The disposal of these items has changed. Rubble / construction debris now gets disposed at the Regional Landfill. At this time access must go through the Solid Waste Facility. Large loads will have to be hauled to the landfill by the customer – 26 mile round trip. Smaller loads can be dumped into roll off containers at the Solid Waste Facility. Loads must be covered and secured or a fee will be assessed in addition to the tipping fee.

Electronic Recycling Options

Various electronic items (computers, TVs, microwaves, fluorescent bulbs, etc.) can be recycled for a fee. Contact the Solid Waste Facility for more information at 773-7434.

Paint Swap

You can drop off paint at your convenience year round and you can come look at the selection and take any paint during our hours of operation. We have a large selection of paint. In 2011 we took in over 3,300 cans of paint and almost 1,200 cans went back out to be reused. The Paint Swap area is at the Solid Waste Facility.

Waste items coming to the landfill have to be dumped in different areas as required by State & Federal Regulations & Laws. Water Quality

Last year, the City of Fort Pierre monitored your drinking water for possible contaminants. This brochure is a snapshot of the quality of the water that we provided last year. Included are details about where your water comes from, what it contains, and how it compares to Environmental Protection Agency (EPA) and state standards. We are committed to providing you with information because informed customers are our best allies.

Water Source

We serve more than 2,050 customers an average of 369,900 gallons of water per day. Our water is surface water that we purchase from another water system. The state has performed an assessment of our source water and they have determined that the relative susceptibility rating for the Fort Pierre public water supply system is medium.

Additional Information

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals, and can pick up substances resulting from the presence of animals or from human activity.

Contaminants that may be present in source water include:

· Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.

· Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.

· Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.

· Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.

· Radioactive contaminants, which can be naturally-occurring or be the result of oil and gas production and mining activities.

In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (800-426-4791).

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants can be obtained by calling the Environment Protection Agency’s Safe Drinking Water Hotline (800-426-4791).

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City of Fort Pierre public water supply system is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.

Detected Contaminants

The attached table lists all the drinking water contaminants that we detected during the 2010 calendar year. The presence of these contaminants in the water does not necessarily indicate that the water poses a health risk. Unless otherwise noted, the data presented in this table is from testing done January 1 – December 31, 2010. The state requires us to monitor for certain contaminants less than once per year because the concentrations of these contaminants are not expected to vary significantly from year to year. Some of the data, though representative of the water quality, is more than one year old.

High water releases from the Oahe Dam makes it imperative that people who live on or near the Missouri River be watchful and take precautionary actions.

Those who have residences near the Missouri River and that may be in danger of water getting into the basements are advised by the Corps of Engineers to remove valuables that may be damaged by water. Mayor Sam Tidball said “In Fort Pierre we have some streets and storm sewers that may be flooded. We can’t do anything about the amount of water being discharged so preventative actions are important for protection of property.”

City crews will be plowing snow curb to curb during this forecasted storm so please make every effort to move all types vehicles, boats, trailers, and campers so plows can efficiently maneuver through the streets.

Any vehicle parked in the right of way shall be fined Twenty-five dollars ($25) and/or be removed by local law enforcement and towed to a place of safety.

Governor M. Michael Rounds has declared March as Developmental Disabilities Awareness Month in South Dakota. South Dakota’s Developmental Disabilities (DD) Network and other related organizations will be celebrating DD Awareness Month, and invite you to consider the true meaning of this year’s theme, “Just like You”.

Statewide, and across the nation, organizations devoted to serving people with developmental disabilities are planning events in March to raise awareness of the many abilities people have, regardless of disability. “Just like You” encourages people to bring diversity to their communities by welcoming people with disabilities into local neighborhoods, workplaces, houses of worship, and schools.

"This is a time when our organizations focuses on encouraging the public to better understand people with developmental disabilities," said Arlene Poncelet, Executive Director of the South Dakota Council on Developmental Disabilities.

“During ‘DD Awareness Month, “we encourage people to learn more about the people in their communities who have developmental disabilities. For example, when you see a child who uses a wheelchair – see the child, not the disability. And when you see a man with a cognitive disability working at your local supermarket, see the man, not his disability,” stated Robert J. Kean, Executive Director for South Dakota Advocacy Services.

Judy Struck, Director of the Center for Disabilities at Sanford School of Medicine at USD, noted, “During March, Developmental Disabilities Awareness Month, get acquainted with someone who has a developmental disability. You’ll learn that they are Just Like You.”

US Hwy. 83 Road Construction Traffic Changes in Fort Pierre

US Hwy 83 Road Construction Traffic Changes in Ft.Pierre

PIERRE, S.D. – Construction crews will begin the second phase of construction on US Hwy 83 in Ft.Pierre next week. The two southbound lanes of Hwy 83 from the south city limits to 2nd Avenue will close on Wednesday, August 20, weather permitting.

Traffic will be placed in the northbound half of the road during this next phase of work. Flaggers or a temporary traffic signal will control traffic in one northbound lane south of the BadRiverBridge during this phase of construction. Traffic will be head to head in the two northbound lanes north of the BadRiverBridge during this phase. Access to businesses and residences will be maintained. A 14 foot width restriction will remain in effect for the duration of the project.

The contractor will provide flaggers that will act as school crossing guards in two locations, one at the Main Avenue intersection north of the BadRiverBridge and one at the Park Avenue intersection south of the BadRiverBridge. These flaggers will assist children crossing the US Hwy 83 construction both before school begins in the morning and after school dismisses in the afternoon.

The work on this project involves replacing the existing asphalt surface with new concrete pavement north of the BadRiverBridge and new asphalt pavement south of the BadRiverBridge. It also involves constructing new curb and gutter, sidewalk, roadway lighting, traffic signals at Main Avenue, and grooved pavement marking tape.

Anderson Contractors Inc. of Ft.Pierre is the prime contractor. The expected completion date for the project is October 31, 2008.

Weekly project meetings are held each Thursday at 3:00 p.m. in the basement of the Stanley County Courthouse. These meetings are open to the public.

National Historic Landmark rededication set

PIERRE, S.D. – The South Dakota State Historical Society and the City of Fort Pierre will be holding a rededication ceremony for the Verendrye Monument National Historic Landmark. The rededication will take place on Thursday, May 15, at 5:30 pm at the Verendrye Monument in Fort Pierre.

The program will include remarks by Gov. M. Michael Rounds; Stephen Rogers, Architectural Historian for the National Park Service; Jay D. Vogt, Director of the South Dakota State Historical Society; Jason Haug, Director of Historic Preservation for the South Dakota State Historical Society; and representatives for United States Senators Tim Johnson and John Thune and Representative Stephanie Herseth Sandlin.

The rededication ceremony will recognize rehabilitation work recently completed at the site, made possible by funding from the South Dakota State Historical Society, Department of Tourism and State Development, the South Dakota Department of Transportation, and the City of Fort Pierre. Two new historic interpretive markers will also be unveiled as part of the South Dakota State Historic Preservation Office’s Central South Dakota Heritage Tourism Education Project, funded in part by a Preserve America grant, a contribution from the Dakota, Minnesota, and Eastern Railroad, and state funds.

In March of 1743, the Verendrye brothers placed a lead tablet on a hillside as evidence the region had been explored for France. The Verendrye journey was the first recorded visit of European people in the area. In February 1913, a group of local teenagers found the lead plate protruding from the ground on a shale hillside overlooking Fort Pierre.

Fort Pierre's Sales and Use Tax Increases Sharply

Sales and Use Tax for the City of Fort Pierre increased sharply for the second straight year. General sales and use tax produced $815,023.00 in tax receipts for the General Fund, which is an increase of 14.90% over fiscal year 2006 receipts. The BBB sales and use tax remain essentially stable over 2006 receipts.

These tax receipts assist with paying for general fund expenses such as road improvements, police and fire protection, park maintenance, and operation of the swimming pool among other things. During the previous ten-year period, Fort Pierre's general fund sales and use tax receipts have experienced an increase of 8.75% annually.

DENR RECOGNIZES CITY OF FORT PIERRE PUBLIC WATER SYSTEM FOR DRINKING WATER COMPLIANCE

The South Dakota Department of Environment and Natural Resources (DENR) announced today that the City of Fort Pierre public water system and the system's certified operators have been awarded a drinking water certificate of Achievement Award. The award is for outstanding water system operations and environmental compliance with state drinking water standards for the past year.

The system's certified operators are Vernon Thorson, Carl Johnson, and Joey Montana.

The best bargain in South Dakota is reliable, high quality, safe water from your public drinking water systems - 24 hours per day - 7 days a week," said DENR Secretary Steve Pirner. "The managers adn operators receiving this DENR award guaranteed their water was safe by achieving 100% compliance with the Safe Drinking Water Act during 2007."

To qualify for the Drinking Water Certificate of Achievement Award, public water systems and their operators had to meet all of the following requirements for 2007:

FORT PIERRE SWIMMING POOL TO OPEN

The City of Fort Pierre Swimming Pool is expected to open Monday, May 28, 2007. The hours of operation are 12:30 p.m. to 5:00 p.m. and 6:00 p.m. to 8:00 p.m. on Monday to Friday. The pool will be open on Saturdays and Sundays from 12:30 pm to 5:00 pm.

A lifeguard will NOT be on duty in the wading pool, and adult supervision is required in the wading pool

Dan Myers Completes Merchant Job Training Program

Daniel Myers, an employee with the City of Fort Pierre, has successfully completed one of the most comprehensive training programs in the world for power line personnel. The Merchant Job Training and Safety Program is administered to line personnel in 38 states of the United States.

The academic program is administered through computers and fax machines for immediate response including assistance through a web site.

Daniel, and the support staff with The City of Fort Pierre, can be proud of their accomplishment. Each utility has an acting Training Coordinator assisting their Trainees by administering “closed book” testing. The coordinators manage their own people throughout the training process from rules set by the MJTS and the statewide association people.

Congratulations to Daniel, who can look forward to a very rewarding life long occupation.

SALES TAX REPORT FOR FISCAL YEAR 2006

Fort Pierre’s Sales and Use Tax receipts experienced a sharp increase in both the General and Third Penny Sales and Use Taxes during Fiscal Year 2006. The General Sales and Use Tax increased 13.15% in FY 2006 over the previous year while the BBB Sales and Use Tax increased 20.80% over the same period last year, according to David Page, City Finance Officer. Total General Sales Tax receipts equaled $709,393.72, and BBB Sales Tax receipts equaled $64,006.57.

Historically, Fort Pierre has witnessed an annualized increase of 9.64% increase in the General Sales and Use Tax since 1994. The BBB Sales and Use Tax has increased annually by approximately 13.14%. The General Sales and Use Tax traditionally funds the General Fund for purposes such as Public Safety, Street Maintenance and Repair, Park and Recreation, and Administrative areas. The BBB Sales and Use Tax is used exclusively for the promotion of the City of Fort Pierre.

Fort Pierre operates governmental functions on a modified accrual basis of accounting with sales tax receipts accrued to the month of purchase not disbursement by the State of South Dakota. For more information please call the city office at 223-7690.

DRINKING WATER CERTIFICATE OF ACHIEVEMENT AWARD

DENR RECOGNIZES CITY OF FORT PIERRE PUBLIC WATER SYSTEM FOR DRINKING WATER COMPLIANCE

The South Dakota Department of Environment and Natural Resources (DENR) announced today that the City of Fort Pierre public water system and the system’s certified operators have been awarded a Drinking Water Certificate of Achievement Award. The award is for outstanding water system operations and environmental compliance with state drinking water standards for the past year.

The system’s certified operators are Vern Thorson, Carl Johnson, and Joey Montana.

“Everyone in South Dakota who uses water from public drinking water systems expects that water to be safe and to meet all standards,” said DENR Secretary Steve Pirner. “DENR is proud to recognize those systems and operators who have achieved 100 percent compliance during the past year.”

To qualify for the Drinking Water Certificate of Achievement Award, systems and their operators had to meet all of the following requirements for 2006:

            * compliance monitoring

            * drinking water standards

FORT PIERRE CITY CLEANUP 2007

In an attempt to beautify the City of Fort Pierre, the City is sponsoring the CITY CLEAN-UP for Fort Pierre residents only. The emphasis is on beautifying exterior appearances. Containers will not be available for garbage. Local residents must place their material curbside no later than 8:00 am Monday morning, April 16, and the City will pick up the material during this week. No household garbage will be taken including trash, furniture, beds, etc. Secure items in such a manner to avoid blowing debris. All items left on the curbside must be left in piles separated by categories such as rubble, trash, metal (which includes white goods), and tree trimmings. If these items are not separated they will not be picked up. The City will not be taking any appliances with freon, batteries or tires. Special consideration will be given to the handicapped and elderly but call in advance.
